The Equality Commission's report identifies the main gaps and challenges in Government’s implementation of the Convention and recommends action in a number of key areas.
The Equality Commission has submitted a shadow report to the Advisory Committee on the Framework Convention for the Protection of National Minorities (the Council of Europe body responsible for monitoring whether the Government has put the rights contained in the Convention into practice).
The Commission’s report includes reference to minority ethnic communities including refugees, Travellers and Roma and focuses on:

Reform of the racial equality legislation

Measures to promote equality in the areas of employment, health, education and housing

Measures to tackle racial discrimination and racist violence

The rights of Irish and Ulster Scots speakers
-
Participation of national minorities in political and public life
-
Promotion of mutual respect, understanding and intercultural dialogue, particularly through education
